How do I get the date of the last time a user password has been changed.

I'm 99% certain that there is not. I had thought it might be part of the audit trail functionality, but it doesn't appear to be an option here either. http://ez.no/doc/ez_publish/technical_manual/4_x/features/audit_trailing (though it shouldn't be too hard to add)

I can only recommend you add a enhancement request http://issues.ez.no/
