Restricting the top admin menu by permissions?

Is there a way to restrict the top admin menu by permissions? I dont want my users viewing the setup/design/users buttons, although i know they cannot enter those areas.

I think this was a topic in the past but i cant find the relevant threads...

If im wrong i'll add it as a suggestion.
