Which licenses (GNU or Pro) I need for such purposes: 1) my own not commercial site (e.g. my home page) 2) not commercial site of my work (e.g. site about our city)3) site made to order (e.g. site of some commercial firm)

You'll do fine with the GNU version in all of these cases. You only need a pro license if you are planning to sell you're work to others and you want to protect it. Read about it here: http://ez.no/ez_publish/licences
