All the translations don't show

But when I change the language in the frontend, only the articles and other content change the language, all the other (menu bars, static content from the translation file) remains default language. How to change menu bar and the static content language as well?

In site.ini you find this settings:

[RegionalSettings]
Locale=ger-DE
ContentObjectLocale=ger-DE
TextTranslation=enabled

Locale defines the translation of the system's messages and the ContentObjectLocal defines the locale of the Objects.
