Need an inexpensive hosting provider that allows the following customization:
php_value memory_limit 20M php_value open_basedir OFF

You're better off going with a dedicated server. You can find many good "unmanaged" dedicated server hosts for less than $100/mo. We just signed up for one at only 50/mo.
