Most of the problems I experienced with installing and running ezpublish 3.x have to do with PHP running under CGI. This may be true for you, especially if your site is on a shared server.
Before running through all the memory checks, try the following patch posted by Andreas Bockler at http://www.ez.no/developer/ez_publish_3/forum/install_configuration/my_final_patch_for_phpcgi .
Double check the beginning and ending line of code to ensure you replace the correct lines. With this latest release of ezpublish, some of the line numbers may be a bit off (by about 8 lines).
If this patch doesn't work, then spend the time to research all of the other potential problems.
