Problems with windows server

Hi, I've made a website using ez publish 3.4 . The website is working well on my local server, but doesn't work on my provider's server. Both servers are running on Windows (my local server contains PHP 4.3.7 and remote contains PHP 4.3.3). I've got messages like this:

Error: eZINI Sep 10 2004 15:44:07
Couldn't create cache file 'var/cache/ini/31419a726aba2739636dc78c306f8c67.php', perhaps wrong permissions

I don't know what's going on. I cannot change file permission on windows server.

Besides I've got a message:

Connection error: 1044: Access denied for user: 'wiedzanet01@mail08.bazafirm.pl' to database 'wiedzanet'

But I'm sure that db configuration is good.

Hi, I've got an email from admistrator, which says, that only he can change permissions on server.

I've also got a message about www server which is installed. Unfortunetly, it is an IIS, so my website won't be worked propably :(

Btw, the problem with database I've fixed by editing site.ini.append.php.
