dispatch for approval - workflow

Hello,

I'd like to set up a global publication workflow for my site.

Not having one person which can decide about everything, we would have a user that would dispatch for approval

1 - user submits an entry

2 - dispatcher reads and forwards the entry to the right person

3 - the "right person" approves or refuses the entry

Do you think that is easily feasible ?
