Hi,
I use cache_ttl variable on my homepage and I have no regeneration every 5 minuts. In homepage.tpl :
{set-block scope=root variable=cache_ttl}300{/set-block}
Cache static show that:
</<span class="end-tag">html</span>><span class="comment"><!-- Generated: 2011-03-21 11:45:02 --></span>
But tpl cache show that :

Is your homepage.tpl an override on a node (e.g, are you using it as override/templates/full/homepage.tpl)?

No, I have do a search. I have just TTL in block.ini.
homepage.tpl is a node override.
I have eZP 4.4 with this patch : https://github.com/ezsystems/ezpublish/commit/7c2c5bb98c2230f4a43a0d022a5da4fe5c0e45c9
