I need send notifications to my users but I don't have access to PHP client on my hosting provider, so I can't execute "runcornjobs.php".
How can I solve this?

did you try going to http://yoursite.com/runcronjobs.php in a browser? This works on many out-of-the-box installations, but is not very secure (can lead to denial of service attacks).
Alternately, your better bet is to work with your host to schedule the cron jobs for you so they run automatically.

Yes, But I receive this error:
#!/usr/bin/env php PHP is currently using the 'apache' interface. Make sure it is using the 'cli' interface.
I talk with my hosting provider and they tell me PHP cli is disabled.
Again, How can I solve this

As log as PHP using Apache interface you can`t run this script. Ask administrator, maybe he could enable CLI interface.
