How-to make this happen ?

Here you are, reading these lines while not having created your blog in the eZ Community portal...what are you doing !?
To do so, log-in, and then click the "My Profile" link at the top-right corner of the page. You will be landing on your profile page, which you probably visited before. Now you spotted the green button at the bottom right corner of the screen, reading "Create it now". Yes, that is the one.

A few things to check before

But do not get yourself tricked by cheap eye-candy like this in less time than it takes to install a fresh eZ Publish instance (a few seconds, i tried with Fuji a few minutes ago...). Before you commit the (almost) irreversible, make sure you read through all the lines under the "Blogging guidelines" there : ezembed
