The best way to "always override" any given template - ie. override it with no matching condition - is in fact to put the new template in a custom design, without any override condition. If the concept of multiple designs is not clear to you, please look it up in the online manual.
In short:
- in an override file for site.ini, you have to configure your site to use "my_design" as primary design, and "standard" as fallback design (generally the complete fallback design chain is ezflow/ezwebin/base/standard) - create your new template in design/my_design/templates/user/registrationfeedback.tpl
