Hi Martin You will find more information about pubsvn at http://pubsvn.ez.no/ and follow the guidelines at http://pubsvn.ez.no/community-development.html to request an account. If you want to upgrade an existing extension, you should ask the original author first. Of course you can also create a different branch for the 3.8 compatible version.
