How is it possible to remove the validation on e-mail addresses when creating a user? Username is ok to validate, but not e-mail address.

This only results in that the user can't be created once more for another role if the e-mail address already exists.

You can assign a user/usergroup to multiple roles so that shouldn't be a problem. Consult the documentation on how to do this.
