There are of course many differences in the details, but they basically do the same thing: when a user asks for an eZP page, and that page has already been generated a little while ago, serve him the old page without asking eZ Publish. I would not recommend using both at the same time in the general case, as the are many, sometimes hidden subtleties in configuring proper static caches / reverse proxy caches: besides the ttl for a page, the way that view parameters are taken into account to store many versions of the same page, differentiating between anon and logged_in users etc...
