Web Site Toolbar: limit classes for some sections

Hi!
I have a website with a section called Archive. I need to force users to create content here belonging only to one particular Content Class.

How can I customize the Web Site Toolbar? I need to force users to create instances only of this class, so that in the dropdown menu of the toolbar, they'll see only this class.

How can I do this?

Only give the user rights to crate 'someclass' as child of the Archive class using the policy system.

It would be similar to some of the policies for editors:
content create Class( Blog post ) , ParentClass( Blog )
