Why every draft is added to the newsletter list ?

Why every draft is added to the newsletter list under a newsletter type ?

This is very boring i don't understand how this thing works ? Is this normal ? Is this a bug ?

When a newsletter is on status "sent" how can it be changed to be "resent" ?

I lost two days on this extension without having a working newsletter system.
