Linking to variable files

The file is an uploaded pdf. Is there any way to create a 'symbolic' link that all departments can use to refer to that file so we can avoid having to updaet all the pages that refer to the file when a new version is uploaded and gets a new ID? Interesting problem, but no easy solution if you want the link directly to the file (for download). Referring to the object (no direct download) is not an option?
