Multilingual site guide

Does anybody know if a guide exists for creating multilingual sites?

e.g. I want to create an Arabic/English site, I would like to have the following url schemes

example.com/<b>en</b> & example.com/<b>ar</b>

OR

<b>ar</b>.example.com & <b>en</b>.example.com
