multiple personalized homepages + blogs

Greetings all,

I'm looking for a web-site framework where:
1. Users will be able to create their own home-page, with pictures, publication, personal information and such, using online editor/management tools included in the platform.
2. In addition they will be able to maintain blogs.

Is eZ suitable for this?
If not can someone please recommend?
