Pdf Upload and download

I have attached a pdf file with some of my articles. when i try to download by clicking on the pdf link, message is coming which is given below

Acess Denied

You don't have permission to access this area.

Possible reasons for this is.

Your current user does not have the proper privileges to access this page.
You misspelled some parts of your URL, try changing it.

Might be because of privileges.
Can anybody help.

I had this error when uploading files directly via the related object panel in article editing. The uploaded file was assigned to section 0, which the normal users didn't have access to read.

I got around it by uploading the file in the same folder as the article, moving it to be a child of the article, and then relate it in edit view. Not a very effective way of doing it, but it works..
