3.0.1 -> 3.6 upgrade problems- templates don't seem to work

My configuration I believe is right. The problem that I'm having is that my content no longer seems to function correctly. Previously, the installation used multiple pagelayout_section_X.tpl to create different presentations. This doesn't work any more. Anybody have any ideas why this might be happening? thanks!
