Correct way to support miltilangue

I have read the technical documentation, and this forum, but didn't find an article which explain the correct way to implement multilangue. Does-we have to create a siteaccess everytime we have to add a language to the site ? Is there a documentation about this ? Thx ;-)

Hi all,
