That dependes on how large your site will be and how dynamic it is. Small sites should not be a problem on shared hosting with proper caching. There might be some problems with the memory limit on some shared hosts, eZ publish usually requires 12-16 MB to run properly (will be lowered with 3.4).
Also if eZ publish uses lots of resources it could be that it cannot write its cache files, you should check if the permission on the eZ publish var directory is writable by the web server.
