I want to setup a multilengual site with unicode support. I didn't find on the documentation how to create one administration for all the languages. I have seen a solution for admin interface for each language. our site has 22 languages and it is imposible to control it that way.

What exactly are the requirements for the common admin interface.
If you give some more details on how people are expected to work with the various langauges?
