Newbie can't resolve "Error / kernel (20)" issue

All went well during the installation, but then when I try to access ANY page other than the standard index page, I get the Error / kernel (20). I have tried resetting the site.ini.append.php and re-doing all the set-up process, with various site templates, but the same problem persists.
