Odd problem accessing index.php with filematch "."

I get a permission denied error if I try to access the site as / instead of /index.php. What does this line do, and why is it causing this error? It seens to be working perfectly without the line, so I'm thinking that I'll just leave it out, but I'm not clear on it's purpose, so I'm a tad nervous about doing so.
