open_basedir restriction in effect (what does it mean?)

I occassionally receive a warning message when I load my webpage reading:

"open_basedir restriction in effect"

What does it mean and how can I fix it?

open_basedir is a security setting for PHP. Check
http://ez.no/developer/ez_publish_3/documentation/ez_publish_3/typical_problems_and_solutions/open_basedir_problem

Well, the odd thing is that the warning message comes and go... Maybe, as I get to know the system better I'll figure out what it is =)
