Problem with VAT

I have this message in my basket page:
"VAT is unknown. VAT percentage is not yet known for some of the items being purchased. This probably means that some information about you is not yet available and will be obtained during checkout."

I specified a VAT in the admin section.

Also... I have a shipping cost= 0 in the basket.
Where I can set it up?
