Replacing standard messages

Hi,
this may be a stupid question, but how do I replace standard messages.
I would like to replace the 'you are not allowed to comment' by 'you need to be logged in to comment', but search for the string produces no results.

you find those strings in the design templates

e.g.

design/base/override/full/forum.tpl

...
create a new design and replace tempaltes you need to modify
