svn textcodec error message, anyone seen this error?

Hi,

Has anyone else seen this message

Error: eZTextCodec
"Cannot create textcodec from characterset to characterset iso-8859-1"

It seems only to occurs in systems that were created in RC2 and then upgraded. Has anyone come across this and fixed it?
