upgrading and redirecting

I want to upgrage live site from 3.7 to 3.8 can anyone suggest me how to do this?

I like to redirect people to the www.rigiboreInc.com website when accessing the www.rigibore.com within the USA is this possible? If so how can i do so?

For the upgrade you ask about, it's a very good documentation here:

You also asked about redirection. I would recommend you to use mod_geoip to Apache for this redirection job: http://www.maxmind.com/app/mod_geoip or you can use his extention:
http://ez.no/community/contribs/internationalization/region_redirector from Björn Dieding in Xrow.
