Upgrading from ver 3.3.3 to 3.4.0 - Access Denied - unable to run - updatetoplevel.php

I posted this in the BUG section but I thought I would also post it here to see if anybody has any ideas.

I am trying to upgrade from 3.3.3 to 3.4.0 I looked at the upgrade path and it indicated that I needed to upgrade from 3.3.3 to 3.3.4 then to 3.3.5 and then finally to 3.4.0 Yet when I looked into upgrading from 3.3.3 to 3.3.4 and then to 3.3.5 I could not find SQL or PHP scripts to run for these upgrades. So I proceded with the insturctions at

When trying to run one of the update scripts I ran into errors:

Since the description of this script indicated that I it would only change it the content.ini file I did a fresh install of the 3.4 on another computer. Then I compared the content.ini files from the fresh instal to my upgrade attempt. They looked the same and the code for the top level nodes looked correct to me.

When I try to view the public site or the admin site I get: Access denied or Access not allowed. Even when I try to login with my Admin ID I get the Access not allowed. Do you have any ideas how I can fix this??

Is this a bug from the toplevel script failure? Or did I miss something I should have done (such as running a script or changing some ini setting somewhere?)

Anyone got any idea on this.

I seem to be getting the same problem.

Although I am running php as a CGI, but do not have php-cli
