Banner always at the bottom of the page

The priority of my banner is 0, if i changed it, it's still the same problem. How can I do to put it at the top of the page ? Like in the ezwebin site example in ez 3.10. A good way to investigate that is using "Firebug" (a add on of Mozilla Firefox) - Investigating the position of the banner div on the pagelayout.tpl. If none of the options worked, please give us more details, so we can try to help you.
