Is this a cache problem ?

Its ok to see that item when you log in with the same user name but if you log on with another username from the same PC you can still see that item in shopping cart. Its kinda unsecure and not right thing to see someone else's cart. I was just wondering if this is cache issue or a bug or etc. ?
