what the runcronjobs.php job ? and Approve msg ?

Hi ..

1. What runcronjobs.php file is doing, and when i must run it ?

2. How i can show a msg for user after he submit something ? (ie. Thx for ur submit, we will publish or delete the content after reading it) .
