Differences between Forum:Suggestion and BugReports:New Suggestion?

Could these two places be turned into one?

If not, what is the difference between them?

I see the suggestion forum as a place to discuss new ideas and enhancements.
The bug report system should be used when an idea has been properly discussed.

The bug system allows us to quickly see which new features (when we plan new releases) is requested without them getting lost, in the forums ideas might easily be lost after a while.

In the future the bug system will also be improved so that bugs and suggestions can be planned and prioritized better.
