Alternative Text Mandatory

I am aware of the fact that there is already another thread seemingly dealing with this issue. But in the course of the discussion it is mentioned that the input of alternative text for an image can be made mandatory when uploading a new image when using the new online editor.

What I want though is something different: I need the alternative text for an image to be mandatory when creating a new object using the 'image' class within the backend (or our frontend editing as a matter of fact).

Is there any way to edit the pre-defined attributes within eZ Publish and by doing this making the input field for alternative image text mandatory?
