Hello, I've been able to solve my own problem by adding the following settings from my previous admin site access' site.ini.append.php to the default admin site.ini.append.php.

[ExtensionSettings] #ActiveAccessExtensions[]=ezdhtml I'm guessing that the problem was related to the locale not being set in the default admin site access and that the default was not set to eng-US. However, after getting it to work I didn't do any further investigations.
