cache_ttl not working

Hi,

I'm trying to get a page to refrain from caching. Certain overrides I have display different information/options depending on whether a user is logged in or not. If a 'user a' logs in, and is displayed the 'extra' content(specifically tailored to user a), once he logs out and another anonymous user or guest user goes to that page, they see the 'user a's content.

I've followed the instructions here:

But they don't seem to be working. I believe it's related to this (closed)bug here:
http://www.ez.no/community/bugs/cache_ttl_problem

I'm not aware of how to troubleshoot this or get more debug info related to it. Any help/pointing in the right direction would be greatly appreciated.
