Moderation is stronger, cheaper ... One would need a needlessly complicated sub-system and tiered lists (dictionaries) of offensive strings by a number of different criteria. Profanity strings, obfuscated strings, banned strings, etc .. It could be built, the data could be prepared in some fashion, still the l33ts would still throw it down into obfuscation. Where would you place such a system of evaluation? Content module, datatype, hrm ... You would prolly want admin controls for the system as well.
