How to setup a Multilingual Site

Could you please point me to the most current/best approach how to setup a Multilingual Site?

I've chosen couple of languages during the setup. I now how to create adequate translations of my articles. What I miss is the approach how to display the language selection bar on my site.

Is this the right/current way to do so in eZ publish 3.7.0? Is this what the ez.no site uses?

I've noticed during switching the languages on the ez.no site that the layout differs significantly for various languages. E.g. 'en' and 'de' for http://ez.no/products/ez_publish_cms

How is this possible. Should not it be same content in different languages using same theme/rendering_template and therefore produce the same looking ML-page?
