Possible to edit/maintain Stylesheets/Images through Admin interface?

Is it possible to view/edit/maintain items in the following folders through the webadmin?
/design/<site>/images
/design/<site>/stylesheets
/design/<site>/templates

I have created pagelayout.tpl in 'templates', copied various images into 'images' and created a default stylesheet in stylesheets but can see no way to edit them via the web interface. Is this normal?

So these files have to be uploaded via ftp?
Is there no way to access them via the web interface?
