Turning off cache-blocks

There are several wasy to turn off caching through the ini file but there isnt a way to turn off cache-blocks. This means cache will always be produced when such code is used.

Would be nice if the site.ini file had an option to not produce cache from cache-blocks.

chmod 000 /var/cache is always an option...
