modifying the Front End editing toolbar

Is it possible to modify the Front End editing toolbar?

I don't want to be offer the following buttons to some of our users:

  • Sorting,
  • Toggle menu link type edit
  • Push to block

Is this achieved via configuring user roles or is there an ini file to edit, or another way?
