How much is eZ Publish HMVC based? What are the plans of moving to this pattern?

Yes, there are plans to move eZ Publish into an MVC paradigm.
As for H, as far as I understands it it implies a coding convention so that it makes it easy to reuse other controllers from within the view of a related controller*. And as eZ Publish already has similar support for that(though not using a clear mvc approach currently), we will of have high priority on keeping that aspect in the future as well.

* In a shopping cart view, be able to have inline views of the products user has selected.

We are currently in the process of implementing a proper REST interface to eZ Publish, and are taking this opportunity to lay the ground rules for a real MVC (MvcTools) based implementation for the main controller as well, but this will be for a bit later.
