open_basedir restriction in effect (what does it mean?)

I occassionally receive a warning message when I load my webpage reading:

"open_basedir restriction in effect"

What does it mean and how can I fix it?

open_basedir is a security setting for PHP. Check

Well, the odd thing is that the warning message comes and go... Maybe, as I get to know the system better I'll figure out what it is =)
